Unfortunately Title IX is way more complicated than just equal number of
scholarships. But there is one easy way to add soccer: swap it out with men's swimming and diving. This always causes a few ripples (haha) to bring up, but both have a 9.9 scholarship limit, and if the student population supports swimming, it would also support soccer as the teams carry about the same number of participants.
This is the only way I can see soccer being added.

Title IX is not a barrier. If it is proven that there is a demand for a sport, men or women, it can be done.
