But I know for a fact that BYU admin sees Title IX as the primary barrier. Byu's interpretation was that scholarships, scholarship money, and number of NCAA teams has to be equal. So even if the Men joined D1 with minimum scholarships, they said we would still need to provide enough funding to seed both our own program and another team.

Title IX is not a barrier. If it is proven that there is a demand for a sport, men or women, it can be done.
