Nebraska is an interesting case study. Yes 25 years ago I would have considered them a blue blood.
But they have dropped off the map for me. Most blue bloods go through a few bad coaches, but from 2002 to today they have finished in the top 20 just one time. A #14 finish in 2009. They haven't had a winning conference record in the last 8.

Florida St's success came almost all under Bobby Bowden. Hard for me to think of them as a blue blood. I mean they didn't finish ranked until 1977 unlike most of these other teams.
