Find it in the rule book. Bielema has a duty to coach his players, and his
players should be looking to cover the ball. The return team no longer offering up blocks is not of their concern and should only make their job of covering the ball that much easier.
That Bielema got caught with his pants down not coaching his players to play to the whistle is his issue to solve.
