If they play in the same FBS level, they absolutely should be included.
We're letting *A COMMITTEE* decide who participates in the playoff. That's the most ridiculous part of the entire CFP system!
Of course, I would prefer to see the top level breakaway from the farce that Jacksonville State and Ohio are competing for the same national championship as Ohio State, Texas, Georgia, and even BYU. Vastly different resources, priorities, and world views...makes no sense.
