I'd say do both. Make the final weekend conference championship weekend. Have
the top 2 teams play for 1st place, #3 & #4 play for 3rd place and so on. Everyone plays 12 games before the CFP. You eliminate game #13 being an extra game for only 2 teams in your conference.
With a 12 game schedule and a 24 team CFP, the most games anyone can play is 17, just like now.
