Because it’s a number. From a brain development standpoint the frontal cortex
that helps you evaluate “is this a good idea” is far from developed until mid 20’s so people do stupid stuff.
Some people still do stupid stuff after that like this one AD you may have heard of and they deserve to get roasted. The 18 yo needs some punishment, but if contrite some leniency as well.
