BYU is more likely to have 10 wins than 11. And remember that BYU always wins a 2-team tiebreaker with KSU, but KSU usually wins a multi-team tiebreaker over anyone else. So if ISU is at 11 wins and BYU, KSU are at 10, it's ISU-BYU in the CCG, but if ISU, BYU, and KSU all have 10 wins, it's very probably ISU-KSU in the CCG.

In the scenario where BYU gets to at least 11 wins, then yes, it's better for us if ISU only gets to 10.
