After your edit, yes, that is the one debatable point in the tiebreakers. To me,

it seems pretty clear that "next highest placed common opponent" can only refer to a common opponent that is ranked lower than the teams who are tied, so if KSU is ranked 1 and ISU, BYU are tied for 2, the games against KSU do not affect tiebreaker c.
