It’s a very normal basketball move that’s squarely within the rules.
Pivots on his right foot, steps with his left, and lifts his right foot and then shoots without returning his right foot to the ground.
It’s the classic example of this rule. There are countless videos of examples of this exact same move explaining how it’s not a travel.
