Look around. Every conference struggles to find good refs.
It's pretty obvious that we have an extreme shortage of them.
Think about it. Who in their right mind wants to be a ref? It's a thankless job and the pay isn't all that great. Even if you do your job well, the home fans hate you for having the audacity to penalize their team for anything. Coaches are screaming at you when you miss calls. Make an egregious call and the home fans will start throwing crap at you.
Do we really have to wonder why reffing quality has gone downhill?
