Not exactly the same, but a teacher in my wife's district just got a 7 figure
payout from the district under Title IX because she reported issues to the district over and over and they failed to act, and then did not tenure her. Again, not exactly the same situation, but it sounds like it's in the ballpark.
At least start documenting every single time, and talk to an attorney. Oh, and make sure she carries PLI, these situations can go bad quickly, and I'd never count on the union to be in my corner.
Honestly, I can't wait until my wife decides she's done teaching. This kind of stuff happens way too often.
