Could be either Title IX or Title VII issue if the school fails to take
appropriate action to prevent student on teacher sexual harassment. She should ensure that her complaints are in writing/ e-mail rather than verbal and that she reports it every single time it happens. The school has a duty to prevent this or take meaningful action.
