Has she taken this to the union?
Now is the time to see if her union dues are worth anything?
I’ve had 2 SIL’s teach in the Clark County District (one still does), and they don’t have many good things to say about how things are run. One has elected to leave teaching, and forego her income, because of how bad her school administrators were.
My MIL is a retired teacher, and my wife and her 3 sisters are (were) teachers—3/4 still currently teach. My wife is thankful every day that she doesn’t teach in Nevada.

Your wife needs to clearly document every instance of harassment, her petitions to her superiors about the harassment

She's in Clark county? Then she's in the union. She shouldget the union involved. File a grievance calling it an unsafe
