I wasn't being literal. It SHOULD be easy, but for the reasons you point out
It isn't, and therefore other measures are needed.
It is easy for reasonable people to regulate themselves but unfortunately too many are unable or unwilling.
It is depressing how oblivious and self absorbed so many can be.

Get security to enforce requirements at the gate & the problem goes away. They can take away outside food or drink but

Backless bleachers should be banned. They’re entirely uncomfortable. At a minimum they should have a back.
