Backless bleachers should be banned. They’re entirely uncomfortable. At a minimum they should have a back.
Having a back accomplishes two key facets of comfort:
Being able to lean back and be supported
Keeping the legs of the person behind you out of your back.
Plus, it prevents people from having oversized chairs. They bring the chairs because they want the comfort of back support.
That should be the next upgrade the stadium makes.

Get security to enforce requirements at the gate & the problem goes away. They can take away outside food or drink but

Already have requirements. Put them in a holding place to pick up after the game. Stroller corral maybe. They'd learn
