Maybe a small group of 10 people can be considerate, but it's completely wishful thinking that so many people in a football stadium will be considerate. It's just not possible, and if it were, the stadium would be translated on the spot.

Get security to enforce requirements at the gate & the problem goes away. They can take away outside food or drink but
