This seems true. Looking back, it seems both Pope & Rose have carried 2 or 3
beyond there 15 roster limit every year.
I do have to assume, though --to my initial line of thinking-- that anything beyond the 15 can't be covered by NIL funding.
Or perhaps they have yet to write a clarifying rule on that.
