There was no water heater, unless you mean the coil inside the shower head, in which case, yes. Those wires power the
coil, and the water flows over the coil to get heated (somewhat) before falling down on you.

If you ever experience one of those showerheads and have to change the wires that connect to it, don't connect the neutral wire to the lead pipe, even if you know the the pipe is grounded. It turns out that if you do that, the metal handle on the faucet will be energized when the showerhead is in operation, so when you go to turn the thing off, all wet standing there over the drain (also a lead pipe and very well grounded), things get a lot more exciting than you might have hoped. 😉

(That only happened in one area, though.)
