I went to grad school at UCLA and they certainly didn't. Have siblings that went to USC, Columbia and Texas and they didn't have it. Or are you simply referring to the fact that schools will use tuition dollars to fund sports?

I'm not sure the proposed fee would do much actual good. Keep in mind that the proposal was for $150/student--which would result in ~$4.5M, not exactly a giant number.
