One reason it's impossible to know, is b/c what do researchers measure? As a doc, I can tell you at least 10-15% of tests I see ordered are done so for no other reason than CYA. This doesn't even count studies ordered by PCPs at the recommendation of a consulted specialist who only recommends the study to cover his tail and punt the issue back to the PCP.
2.4% is a ridiculously low estimate.
