For someone to be as amazing as you say he should at least be okay in the NFL
barring injury. I think even chow was a little too in love with Jenkins as in '98 we hardly threw the ball. I get that you love Jenkins, but no, the debate is not over. And no, Lavell never said he was the GOAT, he may have been impressed, but they still gave the ball to the more complete McKenzie that year.
Chow may have been reminded of him by Bush, but Bush was in another league and the NFL career (good, but not spectacular) illustrates my point that he should at least be an ok running back in the NFL if he were so amazing in college, and he did not even get RB carries in the NFL.
Jamaal and Allgeier both had higher average ypc in their final years than Jenkins in '98 against comparable schedules (1998 might have been more top-heavy but also had lots of WAC cupcakes)
I would take Jamaal Willis over Jenkins in the 90's as a complete back. McKenzie too.
I bet Whitt dislikes the idea of Unga or Allgeier again more than Jenkins, and he had better defenses to go up against them than he did in the 90's
Jenkins averaged 100 ypg as the guy in '98. Good, but not as good as many of the other names thrown around.
Jenkins' burst was impressive and he was a great RB for BYU, but history does not bear out quite like you say. This "recency bias" is more based in fact than your biased love for Jenkins.
I love Jenkins, but look at the stats and not just anecdotes and coach's comments. From any objective measurement I have a hard time seeing him as a top 5 BYU running back. I would say top 10, but not top 5
