I think that opinion is open to debate. Generally speaking Bronco rarely surprised and beat really good teams (ranked BCS/p5 teams), usually fared well vs BCS/p5 teams that were .500 or worse and rarely stunk vs really really bad teams. For every surprise big win (ie 2009 vs #3 Oklahoma) there's a really big surprise loss (ie 2010 vs 4-8 USU).
If you compare his recruiting rankings to a similar type program like Boise St we generally out-perform them slightly in the recruiting rankings yet they kill us in on-the-field production and in putting guys in the NFL. During his time at BYU they won 2 BCS bowl games including most recently the 2014 Fiesta Bowl vs AZ.
Also, during the same time in the MWC we saw Utah generally finish close to BYU in the recruiting rankings and yet they also out-performed BYU on the field (won 2 BCS games) and in sending guys to the NFL (the disparity is embarrassingly bad).
