I tend to be less sympathetic, why?

Because teenagers in Utah County always get the “but he’s going on a mission” treatment. There is way too much property crime here that gets ignored because people don’t want to ruffle feathers in the ward.

If kids started getting busted for stuff, more kids would take life seriously and we wouldn’t have near as many issues. But as it stands, kids no they can get away with pretty much anything.
