a few laws here and there as exuberant teenagers who were just looking to have fun, but not meaning any harm.

However, when I turned 17, he reminded me that anything that got somebody hurt or damaged property could put a dent in my life that may not be easily repaired.

I don't think it's wise to create a situation where this putz is no longer able to be a useful member of society. At the same time, he played a stupid game and may win a very stupid prize.

I would leave a large part up to the victim. If she wants to throw the book at him, fine. If not, that should be considered.
