As others have noted, you can lift your pivot foot (right foot, in this case) and shoot as long as your pivot foot doesn't touch the ground before you shoot.

But there is a little step with the left foot that I think some are thinking happened after he lifted his pivot foot. But it did not. I tried to upload screenshots but I'm not a subscriber.

There' an initial step with the left foot at 0.05. And then there's another little shift/step with his left foot. So it's kind of a stutter-step. If this happened after he lifted his pivot foot, it would be a travel. But if you pause the video, his pivot foot hasn't left the ground yet. You can do whatever you want with that left foot before the pivot foot leaves the ground. Once the pivot foot leaves the ground, he shoots without further shifting/stepping with the left foot.
