I cooked mine at 250 for 4 hours...
I think next time I'm going to try some apple juice to steam them a little inside the foil and hopefully they will be even more tender.

I've also heard you can boil them, but the thought of boiling ribs makes me sick for some reason. It reminds me of boiled bacon on Better off Dead.
