Not sure why you and many others specify “local”. I don’t think any preference

for Utah or western US should be given. BYU is a school owned by the church with part of the mission being creating church leadership. Clearly the church would be unhappy with the athletic department if teams had few or no members. Beyond that, get the best athletes willing to live BYU standards and likely to enjoy the BYU life.
