Shoot for 2 top 100 per class, plus the top couple of LDS HS players...
... if they fit the projected needs of the team. It is hard to fill current needs with mission first kids. Projecting future needs is a crap shoot. Fill in with transfers, as needed, or if a particular transfer brings something special.
I think that KY and his staff are more capable than any of us in finding needed talent, so I wouldn't lose a lot of sleep over how many stars a particular player may or may not have.
Just be careful of players whose family and close associates seem to be the primary source of the "one & done" song and dance.
