I think that is mostly correct but I think one part is wrong.

I think the cap this year is 22% of revenue with a cap of 20.5 million. Thats is expected to grow but the way I understand that is it is a cap not a floor. And many schools will have a hard time even reaching that amount.

Maybe I am wrong but that was my understanding

You're right, 888. It is a CAP, not a FLOOR. $20.5 MM maximum in 2025-2026.
