1) Leading with helmet, shoulder, forearm, fist, hand or elbow to attack with forcible contact at the head or neck area
2) Lowering the head before attacking by initiating forcible contact with the crown of the helmet
He lowers his helmet just before impact. If he keeps his head up so that their facemasks hit first, then no targeting. But it's the front of his crown.
That being said, the "if in question, it is targeting" part of the rule is comical. That means there should in fact never be a targeting review. Because a review means there's a question. Which means it is targeting. That should be reworded.
