“Chickened out” is a good way to put it. The ASU player was not getting the 1st

down regardless of whether the defender made targeting contact or not. The refs went for the safer “no call” option over making the call that would significantly help ASU. If that play happened at a non-crucial point in a regular season game, I have no doubt it would be called targeting 100% of the time.
