Based on the text that a player can’t lead with helmet into forcible contact to the head or neck area.
Where I get sympathies towards defenders is when the offensive player changes his position at the last millisecond to get hit in the head or neck area. Or if the offensive player leads with their head into the tackle. But I don’t see that happening. If the Texas player were standing straight up or if he wasn’t running into the hit, then I’d say a no call is the right determination.
It sucks for ASU. I’d be furious if it happened to BYU, and I’d be on the podium like Harlan.
