Washington is not tanking. They are just an extremely poorly run organization.
If tanking worked they would be good.
And yes the talent gap is wide enough for those numbers. Remember a relatively small talent gap can be the difference in winning and losing. So a medium one can produce what you are seeing.

They've had good picks but they didn't tank to get them. Jalen Williams was the #12 pick. Holmgren was #2 but he's hurt
