Impossible to know. If Ty had grown up now and still had his processing speed, he'd be fine today.
Now if you took Ty from 1989 and pulled him out and put him in the game today that might not end well, but if a guy with the processing speed of Ty grew up and played in the modern offensive systems today, there is no reason to not think he would still be an exceptional college QB.
