That is not correct, as it is in the rule book that refs have the
discretion to negate a play and even a score if they feel there was a non-sporting act committed by the team/support staff/authorized sideline people.

It's basically a catch-all rule so that the rule book doesn't have to explicitly state and spell out each and every single way that a team might be unsporting.

If Harlan had bumped one of the players, the refs would have been fully within the rule book to negate a TD had Utah scored one.
