If the first pass is not a forward lateral, then all PI rules should apply
The only time I can think of that a defender can "mug" a RB or WR before they get the ball is if the ball is backwards pass or pitch, or if it is a forward lateral but the ball was tipped prior to the "mugging". Because the pass to Ropati was not a forward lateral, PI or defensive holding could both be called at any time during the play. At least that's how I think the rules work,
