You are right. But it depends on how you frame the statement.
If framed as if there is either a turnover or no turnover, then there is a 65% chance there is no turnover.

In your example there is a 75% chance you get no kiss.

But if you're comparing the likelihood of a specific outcome compared to other specific outcomes, then the statement is correct.
