It's so easy for a fan to say "I knew they were going to run that play" when "that play" is really one of dozens of different plays that varies based on formation, blocking scheme, RPO action, QB read, intended gap, etc.
When it's 2nd and 10, a typical situation has the QB look at the defense and either keep the play or switch to another based on number of defenders in the box. If there are 6 or fewer defenders in the box, they SHOULD run the ball. It would be stupid not to. The fact that they only gain a yard or two is an execution problem, not a play call problem.
