They know the average family size and can price for it on average. Families with more than the average are getting a good deal. Families with less are over paying. Why not charge per person? I'm not sure, but they must feel the additional complexity isn't worth it. Maybe it's as simple as this is the way it always has been done and it would be too disruptive to change it.
