Because he's not as athletic as Hall
Physical gifts, Hall has him beat. But NFL projectable value and college performance aren't the same thing.
Jan Jorgensen was a better pass rusher at BYU than Ziggy Ansah. But Jorgensen didn't get an NFL shot and Ansah was a top 5 pick.
Hall has consistently been a slightly better passer and Rising a slightly better runner, but the comparison has been pretty close for college production at least. Right now, Cam is probably seen as a UDFA, whereas Hall was a 6th rounder
