Doubtful. If they aren't working, location is unlikely to matter. People in the
office find plenty of ways to "not work" just as easily as someone working from home.

Businesses struggling with WFH (in roles that don't require a physical presence) are generally due to poor management and culture.

Moving people back to an office doesn't fix that.
