Ratings are subjective.. but they're also really good indicators
For example, in that analysis, an 87 rated player (not grouped with 88s by the way as 86.00-87.99 are grouped together, then 88.00-89.99 in a different group) is substantially less likely to end up being drafted than an 88.

So yes, it does indicate a difference between the two. I can get more data and break it out by smaller groups, but it's likely to say the same. Exceptions obviously exist...but higher rated recruits tend to end up as better players
