The point here is that there is a statistical correlation between player rankings in HS and player quality in college. The linked article does not go that granular in distinguishing between players who get drafted, and there probably isn't a huge distinction between 85 and 86 rated players, but the point is that on average, the higher the player ranking, the better the player is LIKELY to be in college.
We have seen some past BYU classes loaded with two star or lower 80's three star players, and we've seen the results.
