B1G could have taken Utah at a with a huge upper hand with contract negotiations when the Pac12 collapsed and WSU, Oregon State, and Utah were left without a conference. They weren't part of the discussion back then, why would they be in any kind of the conversation when the B1G has no reason to take them? They are a small market team that had a few years of success, does Utah really think that puts them in the same market as teams like Ohio State, Penn, Michigan, and Nebraska? The ACC is on the verge of collapse and the Florida teams and Clemson would fill out the B1G list nicely.. Utah doesn't fit in any scenario.
