USNews Ratings for SEC vs Big 12

Not including Vandy (#13) for the SEC.  Also not including Texas (#38) or Oklahoma (#127) for either

Big 12 SEC
Baylor (#77) Florida (#29)
BYU (#89) Georgia (#59)
TCU (#89) Texas A&M (#67)
Kansas (#121) Auburn (#97)
Iowa St (#127) Tennessee (#115)
UCF (#137) South Carolina (#115)
Cincinnati (#151) Missouri (#121)
Kansas St (#166) Kentucky (#137)
Oklahoma St (#182) Alabama (#137)
Houston (#182) Ole Miss (#151)
Texas Tech (#214) Arkansas (#176)
West Virginia (#234) LSU (#176)

Mississippi St (#194)

You could take out the SEC's top 3 academic institutions (Vanderbilt, Florida, Texas) and they'd probably still be slightly ahead overall (though it would be close then)

Which is not to denigrate the Big 12. A lot of those are schools which have a specific mission and fulfill it well. But it's clear that the Big 12 focuses on academic credentials less than any other major conference - which again is fine

But if you took away the SECs top academic schools (Vanderbilt, Florida, Texas, Georgia) then the two conferences would be academically on par
