Try pulling/adjusting the governor manually. If that fixes the issue then sounds
it could be your problem. WD-40 would work fine for lube/clean, probably want something different long term.

Checked the gas cap? I've had my gas caps go bad twice and cause vapor lock. What you said is the symptom.
