Sounds like an issue with the carburetor. Might try spraying it with some carb
cleaner if you've got some. If it was stored with gas in it or if you didn't use fuel stabilizer over the winter you could also have some ethanol contamination. Another thought is that the governor (metal rod with a spring attached) might need to be adjusted.

Checked the gas cap? I've had my gas caps go bad twice and cause vapor lock. What you said is the symptom.
