I believe he started until injured.
When he came back he wasn't fully healthy and the team rotations had solidified without him. Even so, he still got big minutes.

I actually think that later in the year most teams had figured out Khalifa, and the offense was better with Fous.

I agree with the concerns you've listed, but still think Fous is overall better than Keiba. Keiba should get ~35-45% of the minutes and will continue to get better.
