Sorry, missed your question. Yes, the refs can even award a TD if they determine
that the non-sporting act was the sole prevention of the TD.
If a ball boy steps off the sideline to trip a KOR man going for a TD, they would have the authority to award the TD.

The penalty on Harlan would not have negated a touchdown on the last play.

That’s where the interpretation is wrong. He was participating in the play at

It's crazy the refs clearly favored Utah on that play by not immediately blowing the play dead, giving them an unfair

I don't believe you are correct. This was not the case of being just barely on the field, but he was

Again being on the field interferes with the play in my opinion. I think that is the way they would

I disagree that being on the field automatically is interfering with the play.

You are welcome to disagree. I think there is about a 0% chance they wouldn't have called that

I had wondered when cb wanted that to happen if that would have been bad

That doesn't make any sense. What if he blocks a defender in that instance?

He was in front of the play, not behind it. There's no way that universally

You are describing a very different situation. In your hypothetical the refs have their discretion to award a touchdown.

I see, you are saying the specific penalty cited would not have negated a TD
